Дилетантство, явление распространённое, но его уровень заметно снизился за последнее 5 лет.
На плаву дилетантов поддерживают, только заказы очень весомых организаций.
В описанном мной случае, деньги за такой "шедевр" платил аэропорт Бен-Гурион.
